Is this expectable for a 12 year old girl?

It's the sort of outfit you would wear going to the beach, on holiday or on a really hot day. Not sure what the school teachers would think of it, probably best if she wore the top with some jeans to be on the safe side. Or she could wear the outfit and take some jeans with her incase she gets told off.
