Can they give me a Chapter 5-8 if I dont really fall under the guidlines of a FCP?

I am Active Duty and my husband is civilian. He just began working in a town about and hour away so he has to leave home an hour before daycare opens, leaving me to drop our daughter off. Well today my unit had an early formation so I had to bring her with me. Can they give me a Chapter 5-8? I do not have anyone that I trust to watch her in the middle of the night around here that is not already in my unit and needing to be in the same place as me, and my husband cannot be that late for work all the time...we need his job very badly. We do not fall under the regular FCP guidlines.
